Rassul Shorov
Chair
Rasul Shorov is a junior at SDU University's Faculty of Social Sciences and Business School, concentrating in International Relations. Originally from Kaskelen, Rassul spends his free time following global geopolitics, playing video games, engaging in various sports, and focusing on personal development. On campus, he served as the Head of the MUN Department in the SDU UNESCO Club, where he delivered educational lectures and led organizing teams for several conferences, alongside competing as an experienced delegate across numerous MUNs. 
Rassul is excited to be serving as the Chair of the DISEC Committee at Nova MUN 2026.

Regulating Lethal Autonomous Weapons Systems (LAWS) and the Integration of Artificial Intelligence in Warfare
We are witnessing the birth of a new AI era where the speed of development is reaching several breakthroughs and model evolutions per year. The ease of use and AI's incomparable practicality have attracted the close attention of military departments around the world. AI that independently selects targets for destruction, drone swarms, and further expansion of AI in the military remains solely a question of political will. Without strict international oversight and clear legal definitions, the world faces severe risks under International Humanitarian Law and the Geneva Conventions. The Meaningful Human Control principle is left in uncertainty. International treaties and legal systems lack precise mechanisms for accountability and modification of the framework for lethal autonomous systems. While some states advocate for total legal bans, others exploit regulatory gaps to advance their military AI capabilities. The creation of a binding regulatory framework for lethal autonomous weapons systems (LAWS) and the integration of military artificial intelligence will determine the fate of humanity in the coming years.
