Addressing the Sudanese Refugee Crisis: Enhancing Burden-Sharing, Donor Mobilization, and Safe, Voluntary Repatriation
The armed conflict in Sudan between the army and the Rapid Support Forces, which began in April 2023, has become one of the largest displacement crises in the world. Millions have fled their homes, mostly to Egypt, Chad, South Sudan, Ethiopia, and the Central African Republic. These countries already face instability and limited resources, while humanitarian funding remains far below what is needed. At the same time, more refugees are returning to Sudan, often because of protection risks and hardship abroad rather than real improvements in safety. This raises the question of whether such returns are truly voluntary. In the committee, delegates should discuss burden-sharing between host states and donors, sustainable financing, refugees' access to legal status and livelihoods, and safeguards for safe and dignified return. Delegates are also expected to draft resolutions that ensure durable solutions for Sudanese refugees.
